How to read this record

Actions pending is the number of individual civil actions currently centralized in this MDL, as counted by the Judicial Panel on the report date. It rises as new cases are transferred or filed directly in the MDL court and falls as cases settle, are dismissed, or are remanded for trial. Total actions is the historical count of every action ever part of the docket.

A rising count means new plaintiffs are still filing; it does not by itself say anything about the merits.
